I actually JUST found out after finishing this that you learn that the Annoying Dog took Toriel's phone if you try calling her next to the Red Orb--and that could be what happened to everyone else's phones too--but I kinda like this sad take I had in mind.  :P

So when you play the game, there always comes a point where the characters realize you're getting closer and closer to the end of your journey and to facing Asgore, and each of them comment on it in some way.  Toriel you can't talk to, of course; Papyrus and Undyne realize it on your way to the Core; and Alphys knows it from the get-go and wants to convince you to stay in the Underground.  I'd like to imagine that--without the Annoying Dog as a factor--the reason they stop answering is because they're terrified of what'll happen when you reach the end, because chances are you won't make it out alive or if you do it means you've probably killed the king.  They'd want to keep Frisk in their memory as a kind person and a good friend, alive and well, safe somewhere.  You can't get any of them to answer at all right before you battle Asgore, and I'd like to think it's because that's not the memory they want of Frisk--walking to their death or becoming a killer themselves. 

And on Frisk's part, I can't imagine how lonely they would suddenly feel.  They've grown attached to the people they've met along the way: They don't want to say goodbye, but they have to get to the Surface.  And now they're walking into a horrible situation, after being told that the only way home is to kill another person AND after one of their other friends--I'm looking at you, Sans--tells them that he would've killed them as soon as they stepped out of the Ruins if it hadn't been for Toriel.  At that point, Frisk would probably want someone to at least TELL them that things would work out, even if it would be a total lie, if no one could be there to help them through this.  Not to mention that that would probably be their LAST CHANCE to talk to their friends as the person they were.  For nobody to pick up, they'd probably feel heartbroken and a little betrayed.
